About the project
This paper examines how international cooperation shapes the success, safety, and cost efficiency of space exploration missions, and the obstacles that continue to limit collaboration between space-faring nations. Drawing on case studies of historic and ongoing multinational missions, the paper argues that a cooperative mission's total capability exceeds the sum of individual national missions' capabilities, since it pools resources and technical strengths while compensating for gaps in any single country's program. Comparing missions with and without international cooperation, the study highlights improved success and safety rates alongside shared cost burdens as key benefits of collaboration. The paper then identifies three primary barriers: export control policies, tracing how the US, India (via the SCOMET list under India's Foreign Trade Development and Regulation Act), China (its 2020 Export Control Law), and Russia (its 1999 Federal Law on Export Control) each restrict the sharing of aerospace-related technology and data, often justified by national security and defense-sector overlap; global competition, where nations use space milestones as tools for asserting geopolitical dominance, discouraging collaborative approaches in favor of prestige-driven 'space races'; and nationalistic mindset, where citizens' pride in national achievement can curdle into viewing other nations' successes as threats or sources of inferiority rather than shared human accomplishment, illustrated through the US-Soviet transition from Cold War-era Moon Race competition to Nixon-era detente and the eventual Apollo-Soyuz and International Space Station collaborations. The paper concludes that overcoming these barriers requires deliberate policy reform around resource and data sharing alongside a cultural shift toward viewing space achievements as belonging to humanity collectively rather than to individual nations, arguing this cooperative mindset would also benefit fields beyond space exploration, including innovation, medicine, and education.
