These are fully government-funded. No tuition, no flights, no housing costs. Just competitive applications.

Congress-Bundestag Youth Exchange (CBYX) 

CBYX is the gold standard for students interested in Germany. US students live with a host family, attend a German high school for a full academic year, and participate in a work internship. The program has run since 1983, funded jointly by the US Congress and the German Bundestag. AFS alone provides 50 merit-based, full scholarships for US students each year. Applications typically open in fall for the following academic year.

Kennedy-Lugar YES Abroad

YES Abroad places US students in countries such as India, Malaysia, Indonesia, Morocco, and others. They stay with a host family, attend a local school for a full year, and also do their own capstone project before returning. Everything is included. There are no costs to the students.

NSLI-Y (National Security Language Initiative for Youth) 

NSLI-Y is for students who want serious language immersion. Eight languages are available: Arabic, Mandarin, Hindi, Indonesian, Korean, Persian (Tajiki), Russian, and Turkish. No prior language experience is required for most tracks. Students live with host families and study in-country for either a summer or a full academic year. Entirely funded by the US State Department.

FLEX Abroad 

FLEX Abroad sends US students to Georgia, Kazakhstan, Poland, or Romania for a full academic year. All expenses are covered except passport fees and medical exams. Applications open in fall. Eligibility is for US citizens in grades 9 through 12, including homeschooled students.

AFS Intercultural Programs 

AFS is one of the oldest student exchange organizations in the world, founded after World War I and operating across more than 99 countries. Youth For Understanding (YFU) 

YFU is backed in part by the US State Department and has been running exchanges for over 70 years across 35+ countries. Students live with host families and attend local schools. 200 merit-based scholarships are available annually for US students. Eligibility requires US citizenship or permanent residency, ages 15 to 18, and a minimum 3.0 GPA.

CIEE Global Navigator

CIEE provides close to $7 million in scholarship money to high school students in the US each year, making it one of the most accessible paid opportunities listed here. Options include summer programs lasting from three weeks to an entire academic year. Countries include Spain, Japan, France, South Korea, Costa Rica, and over 40 others. There are also opportunities to receive college credit through CIEE’s language and culture summer programs.

Rotary Youth Exchange 

Rotary is one of the most affordable long-term exchange options because funding comes through local Rotary clubs rather than a central organization. Over 100 countries participate. Most students receive housing, meals, and local transportation covered by their host club. Application requirements and deadlines vary by club, so the starting point is finding your nearest Rotary district.

ISE Study Abroad 

ISE offers trimester, semester, and academic year programs in multiple countries, with some of the more competitive pricing in the industry compared to other full-service exchange organizations.
